** MBIC, the new default penalty for all cpt.* functions.

* Added minimum segment length argument to all cpt.* functions.  This lets the user set the minimum distance between changes, default to minimum allowed by theory which was used previously. Not yet implemented for SegNeigh method.
* Added new cpt.range class which is a sub-class of cpt.  It has two additional slots, cpts.full and pen.value.full.  These contain multiple segmentations and their associated penalty values, as returned by BinSeg, SegNeigh and PELT when using CROPS penalty.
* Added new nseg function that returns the number of segments (number of cpts +1).
* Modified single method reporting when class=F to return label conf.level instead of pvalue. Thanks to Matthew Kowgier for the suggestion.
* Complete back-end change to allow easier addition of penalty and cost functions in the future.  No affect on user interaction. Thanks to Martyn Byng for suggestions to improve this.
* Thanks to Martyn Byng for suggesting a change to the Poisson cost function which now returns 0 when x=0 instead of previously when it returned Inf.
* Tidied up the namespace so that only cpt.* functions and class related functions are exported.  The other functions are readily available by downloading the source.
* Almost a complete back end re-write which includes now having 1 function for PELT and BinSeg regardless of the cost.  This has no effect on the user side but will make it easier to add new cost functions in the future. Thanks to Martyn Byng for many of the suggestions implemented.
